You might want to look into San Francisco's Solar Acess Legislation,
which would protect your right to access of incident solar radiation.

and scroll down to Solar Access Protection.  I didn't see anything on SF<
but since the city is being so progressive these days (it just passed a
bond to fund a $100 Million development of renewable energy in the city!

If SF *doesn't* have protected solar access, write to your councilperson
and get it enacted!
