Instead of your neighbor forcing you and everyone else to breathe smoke
from a fireplace...
A neighbor who builds something that blocks your solar array is...
A fireplace in densely urban San Francisco is...

It is against the law to cast shadows on solar devices, greenhouses,
vegetable gardens and solariums and who foul our air with smoke. It is
also very unneighborly. Talk to your neighbor and discuss your
situation. Good neighbors will the right thing.
