If it is cheap PV you are looking for, you will have better luck finding some used modules in the want ads of Homepower magazine. www.homepower.org. It is not too likely that you would find unframed crystaline modules with glass. They are graded after they are tested and typically sold as a lower wattage module.You might find some low spec amorphous modules, but even then they will just be sold as a lower wattage module, usually. You would likely have to know someone who works at a PV plant. It is in the interest of PV manufacturers in general and the PV industry at large to keep the quality standards high and hence we have standard test proceedures from various groups in different countires, such as UL, JPL, CE, TOV, and IEEE.
Sanyo got into a lot of trouble in year 2000, trying to to sell their PV modules which were averaging 10 to 20 % below what they should have been rated for, and almost lost the right to produce or sell any modules either in Japan or as an export product. So what they ended up doing instead was to build a hure PV facade on their factory/headquarters, and use them themselves. This was also a way of displaying their shame at what they had tried to get away with, as there is no way anyone can ingore the massive funny shaped building made out of PV modules. They called it the Solar Arc. It is massive, but they used mostly low spec modules in building it.

Not sure if this answers your question, but my book, People's Guide to Basic Solar Power, has a source on a fellow who gets "blems" (crystalline solar panels with glass but without frames) from a major manufacturer for way less than retail, and there are instructions on how to string them together since they have no connections.
