AB 58 started "being considered" by the state legislature on August 12th.

I don't know what that means, but that site looks like a good place to 
keep tabs on things.

It looks like the bill passed the Senate, with ammendments, and is in the
Assembly.

I'm reading some text and already confused.  Perhaps someone with better 
historical and political knowledge can interpret the status for us?
