The California Energy Commission has a buydown program that provides a
grant for half to cost of a PV installation or up to $3000 dollars per
watt. Los Angeles Power and Water and Sacramento Municipal Utility
District have buy down programs that are even more generous. Given this
funding and the current cost of "green" electricity, the payback period is
considerable shorter than what you have calculated. In fact, the return on
this investment is becoming better than savings bonds and more secure than
.com stock. It should be possible to borrow money to purchase a PV system
and pay the loan off with money you would otherwise spend on imported
fossel fuels that produce greenhouse gases. Better yet, your money would
support a growing renewable energy industry and you would be assured to
have electrical power.
