California Energy Standards

A little off subject, but I wonder if anyone could point

out the basic law(s) regarding

a. types of windows

and

b. amount of insulation

required in new home construction in terms of R-Value.

I keep hearing this "California among lowest energy users on per capita
basis," and although this might be true [due to mild seasons and lack
of heavy industries], I suspect if you moved all those Californians'
homes to Montana, they would become the highest energy users in US.
