I wrinkled my brow and wondered why this question even arose.

Presumably the concern is that the winds will lift the bales +
foundation and toss it into the next county ?

(One must assume that the bales will be adequately anchored to 
the grade beam or foundation whether an RTF is used or not .)

If this is the case (ie lack of mass) then I would tend to simply
make the grade beam more massive, either by piling stone onto
it (to make a splash skirt) or by combining it with a floor slab to 
make a thickened-edge slab .

I suppose that one could throw some big, long, tubular boulders
(natural or man-made (ie salvaged concrete piles from an 
excavation job))  into the lower portion of the trench to act as
deadmen, with aircraft cable or salvaged polyester automobile 
seatbelts (ie Kiwi Ties) tied around them and connected  to 
rebar hooks cast into the bond beam so that one gets benefits of 
the mass of much of the rubble in the trench.

This is of course, speculation without numbers. One (me anyway)
would need to crunch the numbers to see how much additional
mass (if any) is necessary. 

Other than that, I can't think of any reason why an RTF would not 
be suitable in high wind load areas ?
