I was wrong on the cement counter info, it is:

http://www.concretenetwork.com/      then go to counter tops.

I imagine for an outside sill you can use a bit of cement and shape a
sill in place as you would a cob type mix,  Tufastone is "shapable" and
will give that old stone look as I mentioned.
