Hi Sarah- I have used colors from a local ceramics supply place with
success. The big home improvement stores will have a few concrete colors
(probably brown, red, and black) that could be used. A friend found large
quantities of colors that were being thrown out behind a large company that
deals in such things (if I recall correctly, it was a concrete plant or
supplier).

Sinopia is an excellent source: http://sinopia.com/ .

Tinting the limewash will use alot less color than tinting the plaster. If
you are going to limewash, which is recommended, then tint in the plaster is
wasted. On a recent project, 4 or 5 coats of limewash were used. Tint was
added to the last 2 or 3 coats. In reviewing my notes from listening to an
Engish lime expert, I see he recommended clay and water (like a slip,I
guess) over the finished limewash, if you want a real dark color. That
sounds like what you're after with cob color.

Cheers- Bill
