Not that I want to counter that; quite the opposite.  But I do feel a need
to say that not all bureaucrats are petty and arbitrary; here in Kitsap
County, WA I've had nothing but great cooperation and smiles and
helpfulness when I've dealt with county officials.  I hate to see all
government employees condemned by the use of the pejorative term (hell, I
was once a gumming employee myself).
