SB: Bureaucracy

My colleague Jim White said, "The primary purpose of a bureaucrat is to
invent reasons why things can't be done."  This is a good definition of
attitude, rather than employment, and can be applied not only to government
officials but also shopkeepers, contractors, and probably your own
relatives. Straw bale construction seems to fly in the face of bureaucracy.
