SB: RE: Laying Bales & drain holes

Down under ( Australia ), we have recently had a book published with
examples of SB Housing around Australia ( see www.earthgarden.com.au ) .
One plumber SB'r in the book gave three coats of bitumen based road paint
( first coat evidently just gets sucked right in ) to the slab before they
laid down the gravel and frame.

I had also seen some mention of placing plastic pipe in the base frame as
drain holes sticking out of the wall. Another variation I heard of was
that there was slotted pipe placed the entire length of the wall and butted
up to a ventilation screen in the corners. I guess if you had an extreme
situation, you would not want to see water just sitting there on top of your
moisture barrier, albeit under the straw.

Has anyone else done this, or is this overkill ?
