log on to weather.com.  For any locality it will give the temperature, the
relative humidity and the dew point for the current weather conditions.  The
primary purpose of air conditioning is not so much to cool as to remove
humidity from the air.  When the air temperature reaches the dew point
(which constantly changes), the water vapor in the air will condense out as
visible water (sweating or condensation, or fog, or rain or snow, etc).

So, if you run cool water through your floor, when the slab reaches the dew
point, your slab will sweat (the water will condense on its surface).  A
more effective way to remove humidity would be to run your very cold ground
water through an over sized AC coil and then use a small fan to blow the
house air through the coil.  The cool coil will then condense the water
vapor in the air and will thus dehumidify it and cool the space.  The
resultant condensate can then be drained to the convenient flower garden or
just outside or into the toilet, whatever.
