Barbara,

Of course this is a question for your structural engineer, and has a great
deal to do with the specifics of your house design, like how many windows
you have, where they are, location of internal walls, etc.  But here is a
suggestion:  use x-bracing on the first floor and eliminate it on the top
floor.
