SB: Topping off the walls

I'm at the top of my courses on my walls now. There is still about a 6 inch gap from the top of the bales to the top plate. (post and beam construction)  I've been told by one person to make a fire beak with some OSB and tack asphalt paper to it and lay it on the top of the bales. Is it advisible to fill in the gap with the blown insulation that I'm putting in the ceiling or does there need to be a barrier between the straw and the ceiling insulation?

Thanks,
