SB: NW New Mexico Codes etc.

Ok, to anyone who has (or is) building in NW New Mexico. I have been trying
to look for codes online and such. All we found was some non-load bearing
rules (do they allow load bearing?) And it looks to us like they want you to
build like Fort Knox. 2 pins per bale 2 1/2 bales deep etc. Plus some other
stuff I haven't seen in the books.
Some stuff we saw about fees seemed to us like the fees would run about
$1800.00? ouch!!!(figuring a $60K house)
Does this seem correct?
Seems to me to be trying to take some of the simplicity and lower cost out
of the picture...

Thanks, Julie
