I've thought about doing a plaster baseboard too, but have not done it yet.
Seems tricky to mold it , but could be done by placing a temporary wood
strip above it (somehow)  and filling in with colored morter.  Probably best
done before plastering the walls.

 Tile seems like a far easier  approach.   Maybe cut some saltillo tiles
(cheap and rustic) into 3" strips and morter it to the concrete toe-up using
a good sticky thinset.  2" of surface should allow you to cantilever the
last inch.  Grout the bottom gap and caulk the top edge where it meets the
plaster.   Don't forget to seal saltillo first!
