It's usually not a good idea to have framing continuous between 
inside and outside (hopefully people have the good sense to
place the timber frame on the inside of the SB envelope to begin with)
for a number of reasons, not the least of which are concerns about
rot and  energy and moisture detailing.

That being said, there's no reason a "balcony" of sorts cannot be done with 
a SB building. 

The rules that apply to utilising bales at grade level would apply to the bales
at the deck level of the balcony.
