Ben, I think by adding lime to the cement mix, you will have sufficient 
alkalinity to dissolve the surfaces of the glass particles, and get good 
adhesion. If using cment only, you will proba bly get only encapsulation of 
the glass particles....But, I am not positive about this. I would do a test 
mix to determine if the glass adhers to the cement or is simply 
encapsulated... and compare with a lime cement mix. 

Ideally one should want the sand (  or glass) to become part of the mass, not 
just encapsulated.
