Probably the simplest/least energy-intensive means of re-using broken,
tempered glass is to use it in place of crushed stone in the drainage layer 
beneath the floor slab, so long as it has not been pulverised too finely.

I couldn't help but wonder if the Green credits for the stucco couldn't be 
achieved by eliminating the high embodied-energy Portland cement 
content in the exterior plaster, perhaps by using an earthen plaster instead
(perhaps with a lime wash if the army doesn't like natural earth tones) ?

It appeared that you have provided wrap around porches which would 
prevent any premature degradation of an earthen plaster due to rain exposure.
