This should help to a degree. From reading this, it
appears that local jurisdictions can or may adopt a code. In most cases,
if the local jurisdictions don't adopt a code, the stae code ofr in this case
"bill 171" will apply. The reference also gives the code
sections.

AN ACT relating to construction; requiring
local building codes to permit
the use of straw and solar energy to the extent
feasible in the local climate;
and providing other matters
properly relating thereto.
THE PEOPLE OF THE
STATE OF NEVADA, REPRESENTED IN
SENATE
AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1. NRS
278.580 is hereby amended to read as follows: 278.580
1. Subject to the limitation set forth in NRS 244.368, the governing
body of any city or county may adopt a building code, specifying the design,
soundness and materials of structures, and may adopt rules, ordinances and
regulations for the enforcement of the building code. 2. The
governing body may also fix a reasonable schedule of fees for the issuance
of building permits. A schedule of fees so fixed does not apply to the State
of Nevada and its political subdivisions. 3. Notwithstanding
any other provision of law, the state and its political subdivisions shall
comply with all zoning regulations adopted pursuant to this chapter, except
for the expansion of any activity existing on April 23, 1971.\
4. A local governing body shall permit the use of straw in the
construction of a structure and the use of solar energy for the heating of a
structure or of water, to the extent the local climate
allows.\\

Here's what's happened so far. Lisa and I went to the state legislature and
looked up your reference -- AB171, Straw Bale Guidelines from State
Legislature, Rm 101, Legislative Bldg., 401 S. Carson Street, Carson City, NV
89710. When I asked for AB 171 she gave me a stray animal bill from the 2001
legislative session titled AB 171. It seems the bill number, 171, simply
refers to what order a certain legislative bill appears for a vote. One
seventy-one occurs over and over with each legislative year. Then, I
said I was looking for building codes pertaining to straw bale construction.
The only thing she could find was a bill that spoke primarily to commercial
building companies on using straw bales for government buldings (state,
county, municipal, etc.). There was nothing on straw bale codes for
residential construction. We spend probably 40 or 45 minutes looking and that
was the only thing on record.
Any ideas on finding residential SB codes for Nevada ???
