I think you have to ask how the credits are
structured.
Bush in the past has wanted to give tax rebates to
energy companies.  Are the rebates structured so that
every energy companies gets some money by doing
nothing
at all, (i.e., because newer clean burning plants
qualify for rebates even if a company continues to
operate their old dirty plants?)

A way to make it profitalble, and reduce polution at
the same time would be to give energy companies
credits
for producing clean power, that they can sell to
companies that produce dirty power.  A company would
have to either purchase these clean energy credits
from
a company that produces clean power, or pay a fine to
the federal government for producing dirty power. 
This
would have the advantage over what might be Bush's
plan
(I haven't studied it) of

    No tax rebates from tax payer money for energy
    companies that do nothing.

What ever the plan that is approved, our
representatives should make certain that producers
of wind power only get the same benefits as companies
that burn fosil fuels to make electrical energy
(IMHO),
and even people who have installed solar panels on
their rooftops.  Wouldn't it be great if companies
that produced electricity from coal would have to pay
people who installed solar hot water heaters on their
roofs for that right.  What an incentive to install
solar hot water.
