This stuff is available mail/internet order through www.gardensalive.com.  
(They sell a variety of other organic and/or  less-scary-than-conventional 
lawn and garden stuff.)  Click on "Weed Control" and look for their WOW or 
WOWPlus.  I put the first application of it on my step-mother's lawn last 
fall (in one of those texture-forsaken "dandelions are a sign of the 
apocalypse" neighborhoods), so I don't know much about the effectiveness 
yet.  (Finally getting her to cancel her CarcinogenLawn subscription was  a 
battle two years in the offing so I sure to heck hope it works...)

It's starting to be available at stores in our area (San Francisco Bay
Area). The Regional Integrated Pest Management Committee (of which I'm our
city's member) is putting out a weed management fact sheet this year, so
keep tuned.
