Why not just reverse the order:
To: strawbale@crest.org
CC: Katey

The default for too many people is to simply "Reply", not "Reply to All". If you click on the CC, it will only go to the list, just like Katey wants. Currently, it is more difficult to answer the list, and that is the most important group to answer.

This minor change would aid communication because (it seems to me that presently) many messages inadvertently only go to the original sender. At least that was my experience for a while until I retrained myself.

It would not be a very welcome thing for me.  I appreciate the ability to either
reply directly to the poster or reply to the list.  One click either way.

If you do reply to the list it is a nice gesture to delete the post that goes to the
original sender if that person is known to be on the list.  It's good email
etiquette.
