I have a 1000 gal cistern made of poly something or other.  It isn't
insulated, just sitting out there.  In the winter,  only the top layer
freezes all around.  In the summer the water seems to be cool due to volume
I would suppose.

I don't pump directly from the cistern and have to thaw the valve to get
water from it in the winter...only takes seconds with a hair dryer.

I tried insulating the valve from the winter with straw but the chickens dig
it out and nest there instead of their house.

I think you could build a foundation around the cistern and build a sb shed
just as any other sb building.  Just no floor in the thing.  My cistern is
all one, meaning it has a top.  The fill hole is in the top but you could
pump water into the cistern through the outlet valve on the bottom.  Then
you could have an insulated roof too.
