Try Robert Gay of Radius Associates <http://www.radiusassociates.com>.  He
is the architect I worked with on my design.  He is technically very
competent, personally very warm and caring and has done many strawbale
designs.  I could not think of a better person to work with than Robert.
I do not know if his license includes structural engineer, but he
certainly did all the structural engineering calculations for me on two
projects, one a 12 sq. ft. load bearing strawbale.  He is located in
Tucson.  If he cannot stamp your plans, then I am sure he will know
someone who can.  There is no doubt that he can do all the design work you
would need done.
