If you go to an upholstery supply store you can get hog rings. They are a
type of split ring that you can squeeze together (a hog ring pliers makes
your life easier, however not necessary). Once you see one it is easier
than trying to explain it.

On the only steel frame that we have worked on....but have
Snip
with the foundation....then....attach lath verticle... top and bottom with
staples....hog ring together on the horizontal..
works great....
