System Benefit Funds - Introduction

REPP has summarized and highlighted 11 unique SBF programs. REPP chose the set as a representative group to examine creative methods of administering funds or in their implementation.

System Benefit Funds are policy initiatives being used by states to deliver the benefits of energy efficiency and renewable energy development to residential, commercial, and industrial customers. Currently, all of the programs in our analysis promote efficiency measures.

The funds are pools of money created from small charges added to the bills of customers. Charges are often hundredths or thousandths per penny, and could pay for education programs promoting efficiency or pay for high-efficiency light bulbs in residential homes.
