State of Current Federal Policy: Renewable energy
is manufactured energy. Wind turbines and photovoltaic
modules are assembled from a series of component
parts. According to early surveys by REPP, roughly
70% of the lifetime labor required to manufacture,
install, and operate these projects comes from
the manufacturing phase. Any program to capture
the full potential of renewable energy to provide
jobs and a renewed domestic manufacturing sector
has to support renewable manufacturing. Such a
program does not as yet exist.
RMA will be designed to provide technical assistance
to states and regions to negotiate with project
developers, Original Equipment Manufacturers,
and others to enhance the use of local, domestic
manufacturers. We intend this program to be analogous
to the successful Wind Powering America, a project
of the DOE that supported state Wind Working Groups.
The state groups used the supports of WPA but
tailored the work to local conditions and opportunities.
We believe the same balance of federal supports
offered for local efforts can identify and help
form local manufacturing. The intent is to blend
initial support through on-going technology innovation

Renewable
Energy Manufacturing Industry Reports:
REPP developed the first analysis to identify
the industry sectors and the location of the firms
in those sectors.
Following our initial analysis, REPP added Geothermal and Biomass Electric technologies and developed a series of State Reports. These Reports showed how a national renewable energy development would potentially benefit the state’s economy.
In addition, REPP provided the location of firms to the county level. REPP can also provide a detailed list of the firms active in the industrial sectors for states or localities.
